21 Century is the century of the population aging. Under the background of the population aging, the elderly education emerges as the times require. The importance and development of elderly education has important practical significance to perfect lifelong education system, carry out the active aging strategy, build the learning type society and achieve the free and comprehensive development of older people. Since the first elderly university named "Shandong Red Cross elderly university" was born in our country in 1983,the elderly university had progressive development as an important carrier of the implementation of the elderly education.As a new and special form of elderly university,the construction of elderly university that held by universities, plays an important role in the development of elderly education.With the process of elderly university held by universities, there are many problems due to various factors.In order to solve the problem about university how to hold the elderly university and how to hold it well,This paper puts the 9 elderly universities held by universities of Shanghai city as the research object, to investigate the current situation、problems and the contradiction of elderly universities,and puts forward the improvement suggestions and correspo nding development strategy mainly from the 7 aspects of management system,running funds, curriculum setting, teacher team, students situation, management staff, venues and facilities.This is the purpose of this study.The paper divides into five chapters.The first Chapter : introduction. Includes the research background and motivation, the definition of elderly education, elderly University held by university, and the research value and significance.The second chapter: literature review. From the review of related literature, this paper try to clarifies the theoretical basis of the research, and do the literature review based on the elderly education, the elderly university at home and abroad. At the same time,this chapter introduces the general situation of the elderly education in France、 Britain、 Germany、 Japan、 and the United States, to provide certain reference by summarizing the form and characteristics of the elderly education at foreign universities.The third chapter: research design. This chapter is mainly to show the research route, clarifly the research object and selection reasons, and introduce the main methods of this research.The fourth chapter: situation analysis of the elderly universities held by universities. Through the questionnaire survey and Discussion method on the 9 elderly universities in Shanghai City,we summarize the characteristics of them and find the existing problems from the 7 aspects of management system,running funds, curriculum setting, teacher team, students situation, management staff, venues and facilities.The fifth chapter: Based on the analysis and summary of the fourth chapter,we put forward the improvement suggestions to solve the existing problems. From the point view of the future development of elderly universities, we also put forward the corresponding development strategy.
