| By the end of 2019,people aged 60 or above accounted for 18.1 percent of China’s total population,far higher than the internationally recognized standard of10 percent for an aging society.The China Development Report 2020: Trends and Policies on China’s Aging Population,released by the China Development Foundation,predicts that China will realize the transition to an aging society by2022 and will become the world’s most aging country by 2050.The aging society is serious.Therefore,China actively promotes the running of universities for the elderly,and develops the resources of the elderly to make contributions to the society while serving the elderly,which can effectively solve the problems of the aging society.However,with limited resources and institutional constraints,it is difficult for counties,townships(subdistricts)and administrative villages(neighborhood committees)to run universities for the elderly efficiently and with high quality.Therefore,this study is devoted to studying the school-running mode of the university for the aged in Shehong City,exploring how to achieve the coverage of 75% of the whole city(county-level city)under the circumstances of limited funds and imperfect systems and mechanisms,and optimizing the problems existing in the school-running mode.First of all,this study adopts text analysis method to analyze the collected qualitative data such as policies,regulations and rules.At the same time,field research method and interview method are used to analyze the present situation of the organization,management and operation of the elderly university in Shehong City.This study finds that the mode of running universities for the elderly in Shehong City is an effective mode to expand the coverage of universities for the elderly under the condition of limited local resources.Secondly,based on the perspective of collaborative governance,this study analyzes the problems existing in the school-running mode of elderly universities in Shehong City.It is found that there are four problems in the school-running mode of the university for the elderly in Shehong City: insufficient participation of multiple subjects,insufficient catalytic synergy of government departments,imperfect system design,unscientific management process and insufficient communication among governance subjects.Thirdly,this paper analyzes the causes of the problems existing in the school-running mode of Shehong University for the Aged,and finds that the root cause is the inadequate transformation of thinking,the main reason is the unsmooth system and mechanism,and the direct reason is the insufficient resource investment.Finally,based on the perspective of collaborative governance,this study puts forward the optimization strategy of the school-running mode for the elderly in Shehong City.It is the optimization of four aspects,namely,mobilizing the participation enthusiasm of multiple subjects,catalyzing effective leadership of collaborative governance,improving system design and deepening communication and collaboration.It strives to promote its optimized mode of running a school and provides an efficient mode of running a university for the aged in areas with limited resources. |
