College enrollment system is a significant component of higher education. It acts as a tie that connects high school and college, and at the same time it functions as a bridge that unites higher education and society. Therefore, the selection of college students concerns not only the vital interest of people but also the development of national higher education. Our government constantly explores and promotes the reform and perfection of college enrollment system, and gradually forms the current two kinds of enrollment modes-uniform college entrance examination and autonomous enrollment. However, there are still many problems, such as the integration with quality education, the improvement of enrollment efficiency, and the security of fairness to solve in the current enrollment system. Thus it is worthy of further study about what role government acts and what function government performs in the further development and perfection of the college enrollment system.Public Goods Theory thinks that higher education has the property of quasi-public product, hence, only government and market coordinate together can we effectively allocate resources of higher education. This is also the direction and trend in the transition of government function in college enrollment system. This study identifies the existing problems by analyzing government function in college enrollment system, and meanwhile learns government function in some developed countries in order to put forward some strategies in the transition of our government function in college enrollment system. This study can be divided into six parts. In the introduction part, it elaborates background and significance ofthis research and the domestic research condition. In part one, it expounds college enrollment system and its development process. In part two, it focuses on discussing functions that our government performs in the uniform college entrance examination system and college autonomous enrollment system. In part three, it analyzes some problems of government function in the current enrollment system. In part four, it probes government function in college enrollment system in some developed countries and tries to find out some useful experience. In part five, it is about strategy analyzing. From the perspective of "limitation","rule of law","responsibility" and "service", it attempts to pose some strategies in the transition of government function in college enrollment system.
