As the formulation and implementation of the, the relief management stationsare set up, which are based on the new Relief Measures and replace the originalinternment and repatriation station, and begin to implement the relief andmanagement with humanity. But, because the new Relief Measures is not perfectenough, a lot of problems exist in the work of relief and management, and the peoplein the society, especially the vagrants and beggars with ulterior motives,misunderstand and use the new Relief Measure, which breeds a special group, the“professional wanderers-between-relief-units”. The phenomenon of “professionalwanderers-between-relief-units” is becoming increasingly serious, and a series ofproblems appears when the workers of the relief and management face the“professional wanderers-between-relief-units”, which arouse the concerns from thecommunity. More and more experts and scholars begin to explore and research thisparticular social phenomenon, and a lot of relief management station is alsoexploring the approach to deal with the problem of relief and management of the“professional wanderers-between-relief-units”. As a services professional andactivity to help others, social work not only has a consistent pursuit that is similar tothe idea of helping others of relief and management, but also play an importantfunction in the process of helping others. Therefore, the professional methods andconcepts of helping others of social work are applied increasingly by the reliefmanagement stations, and the government pays more and more attention to theconstruction of social work talent team in the fields of services. However, theapplication and implementation of the professional social work methods in the fieldof relief and management are still full of shortcomings, and the problems of therelief and management for the “professional wanderers-between-relief-units” fromthe workers are still serious and need further improvement. Social work ethics is aninternalization of professional ethics and values, playing as a guide in helping othersprofessionally for the social workers, especially give works the right and properguidance when encountered in the dilemma how to choose in the policy, principleand emotion. Therefore, the introduction of social work in the relief andmanagement not just for the methods, but the social work ethics is more critical. Thispaper is the research for the problems of the relief and management from the reliefmanagement station for the “professional wanderers-between-relief-units”, from theperspective of the workers of relief and management, under the perspective of social work ethics.This study, which is based on the practice in the relief management station andthe depth interview of the staff in the institution, will talk about the problemsappeared in the relief and management from the relief management station for the“professional wanderers-between-relief-units”, will analyze the behavior, attitudeand psychology problems of the workers in the relief management station when theyrescue and administrate the “professional wanderers-between-relief-units”, and willdemonstrate the feasibility and advantage of relief and management for the“professional wanderers-between-relief-units” from the relief management stationunder the perspective of social work ethics so that some advices how to apply theperspective of social work ethics put forward to promoting the work of relief andmanagement for the “professional wanderers-between-relief-units”.
