Research Of Social Work Intervention In The Relief For Vagrants And Beggar

As a social phenomenon,the existence of the vagrants and beggars in urban areas has attracted a great deal of social concern in recent years.A series of guidance and rules have been enacted in accordance with the national situation,to protect the interests of such special groups.In August 2003,the new introduction of the Measures for the Administration of Relief for Vagrants and Beggars without Assured Living Sources in Cities(hereinafter referred to as Relief Measures)has contributed to the changes in the legislative purposes,funding channels,functions and objects of the relief management,reflecting the changes of work functions and methods performed and adopted by the government relating to the relief for vagrants and beggars.Since then,exploration for the relief management of the vagrants and beggars in urban areas is carried out in some cities and regions.Whether it is the government’s purchase of social services or the improvement of the relief stations themselves,all such attempts are worth trying.In this paper,by taking the relief management station in Z City as an example,methods including field investigation,structured interviews,literature research are performed to carry out the research.Specifically speaking,the literature research method is adopted to figure out the current practice and investigation achievement in respect to social work intervention in the relief for vagrants and beggar;and methods of field investigation and structured interviews are also performed,so as to have an understanding of the basic operation situation of the relief management station in Z City and the adoption of professional social work method.It is through the adoption of methods of social case work in actual relief practices,that my knowledge of professional social work methods applied to the specific practices is deepened.From the study,it can be found that although the professional social work methods have been applied to the practices in respect to the grassroots relief work from different aspects,and at different levels,the practical experience has not been promoted and applied.Generally,vagrants and beggars registered at the relief stations will be able to receive basic materials which was used as a main way in the past time.On the basis of the field investigation and research,the social work case method is adopted to carry out the specific case intervention,followed by the verification of the unique advantages of the professional social work methods.Finally,the desired effects are achieved.This paper consists of five parts and about 40,000 words in total.Part I,Introduction.The paper first introduces the research background,purpose and significance,literature review,research basis,research ideas and methods.Part II,Practical Condition of the Relief Service.By taking the relief management station in Z City as an example,an analysis of the current conditions of the relief station,and paths of social work intervention is conducted.Part III,Cases of Social Work Practice Intervention.In this part,the practice of social work intervention in the relief for vagrants and beggars is described.Part IV,Effectiveness Analysis.An analysis of the effectiveness of social work intervention is carried out.Part V,Conclusions & Suggestions.The author summarizes the paper and brings forward several suggestions on the improvement of the relief work of the vagrants and beggars.
