Effective teaching and learning is one of the most important teaching theories in the 20th century and it is also the common goal of the basic education reformation in China currently.This dissertation aims to research on how to conduct the effective teaching and learning in the fine arts classes from grade 1 to grade 9. It answers the questions such as "How to deepen fine arts curriculum reformation through effective teaching and learning?" and "How to slove the problem of low effectitveness in the fine arts classes?" It analyses the key factors and reasons of low teaching and learning effectiveness emerged during the curriculum reformation. On the other hand, this dissertation concludes a series of tactics related to the effective teaching and learning in fine arts classes by combining theries and practice. The case studies cover all the phases including the preparation, implementation and assessment of the teaching and learning process.There are 7 chapters in this dissertation. Chapter 1 is literature review which states the relevant theries. Chapter 2 to 6 illustrates the common problems affecting the effectiveness of fine arts teaching and learning, and raises detailed tactics of solving these problems in 5 aspects---preparation, multimedia, questioning, learning methods, and assessment. Chapter 7 focuses on the promotion of teacher quality and its influence on effective teaching and learning.
