Chinese Peacekeeping Police Study

From the year of 2000 to 2006, China peacekeeping CIVPOL participated in the cause of UN peacekeeping for more than 7 years. During the past 7 years, China peacekeeping CIVPOL has made a successful start, and standed as the significant historical phase for China, who is a permanent member of Security Council. The paper makes an initial exploitation of development of the peacekeeping CIVPOL in China.The paper has 4 sections:The first section, the history, and the background for the building of China peacekeeping CIVPOL. It includes the overview . of the formation and functions of peacekeeping CIVPOL administration and training department, the selection of peacekeeping CIVPOL, the evolution of policy for the administration of peacekeeping CIVPOL, and the UN missions that peacekeeping CIVPOL participated in.The second section, as to the case of UN Mission in East Timor, the paper draws experience of China peacekeeping CIVPOL in the field of language skills, driving skills, policing skills and organizing and leading abilities, and tries to find out the gap between the requirements of UN and the existed capacities of China peacekeeping CIVPOL, and proposes some solutions to the problems.The third section, as to the case of interrogation of suspects, the paper summarizes the democratic principles for the policing of law enforcement officials, and makes some recommendations for the China peacekeeping CIVPOL for interrogation.The fourth section, this part summarizes the experiences and deficiency of China peacekeeping CIVPOL for the selection, training, administration, and foreign exchange and cooperation, and discusses the comments on the China's involvement in peacekeeping, and promotion of China's international status and image in the course of peacekeeping.The practice of China peacekeeping CIVPOL provides a new view for the construction of Chinese police service, and helps to push forward the development of Chinese police service to a level as high as international standards.
