Missions,Dilemma And Countermeasures Of The Second Generation UN Peacekeeping Operations

The Charter of The United Nations states that one of the purposes of the United Nations is to maintain world peace and security.Therefore,the United Nations peace-keeping operations came into being,and developed into the most extensive,typical and influential work undertaken by the United Nations.After the World War II,the process of globalization continues to advance,and the exchanges and cooperation between countries become increasingly close.At the same time,regional conflicts emerged constantly.In order to maintain world peace and promote the continuous development of the world,the United Nations,the world's largest international organization,is playing an irreplaceable role.UN peacekeeping operations play a vital role in maintaining international security and peace and controlling local conflicts,and have attracted wide attention at home and abroad.After the end of the cold war,the United Nations enters to the second generation peacekeeping operations.Compared with traditional peacekeeping operations,the contents of the second generation peacekeeping operations have changed significantly.From the perspective of management,the second generation peacekeeping operations move towards the principle of diversification,constantly improve its early conflict prevention mechanism,and establish a peace management the system integrating construction,maintenance and construction.From the perspective of mission,the second generation peacekeeping operations have become richer and more complex,with a significant increase in the number and types of participants,as well as a variety of means and operational paths to deal with problems.However,the newly added preventive deployment,participation in the election,administration and humanitarian relief of the second generation peacekeeping operations have led to some problems in the aspects of peacekeeping resources,peacekeepers,the use of force and peacekeeping mechanisms,which have put the peacekeeping operations in a dilemma.Strengthening the research on the problems faced by the second-generation peacekeeping operations and the corresponding countermeasures will help deepen the understanding of the peacekeeping operations,improve the construction of the peacekeeping mechanism,and grasp and predict the future trend of the peacekeeping operations.In view of the dilemma faced by the second generation of UN peacekeeping operations,the UN should make some efforts in expanding the supply and the systemof peacekeeping resources,improving and strengthening the construction and quality of peacekeeping personnel,strictly implementing the withdrawal mechanism and limiting the use of force,and reforming the organizational structure and operational mechanism of peacekeeping operations.
