The political modernize development required the state power to permeating to the substratum society by strengthening the social control. The middle organization is the important component in the Kuomintang social control system. The occupational labor union is one kind of middle organization. Huizhou was the Chongqing national government on the biggest "enclave" of Jiangnan region during the war of resistance against aggression. Shexian occupational labor union was the measure of social control that the Chongqing national government wanted to maintain Shexian and even the whole Huizhou social order for stabilization, and to intensify the local social resources mobilizing that supported the war. This kind of middle organization form was be continued to liberation eve.This text with the Shexian occupational labor union is for the case study, and utilizes the file data to analyze unionist's circumstances, and the control of government and the coordinate function that the occupational labor union itself possesses. We also can investigate the labor union to be placed in the condition of difficult development over a long period of time. That Kuomintang was not success in conforming the modernistic national system and traditional social construction is the most important reason of the difficult development of labor union. It has two aspects concrete performance: used traditional social construction to practice the social control and government controlling force was too strong. During the war of resistance against aggression, the state power of Kuomintang government has not expanded to the Shexian substratum society effective by the occupational trade union. After the war end, along with the national crisis was opposite weaken, the Kuomintang government has gradually lost the superiority of uniting the grass-roots power in the national emotion, and had no more further ability to expand the state power by the occupational labor union.
