With the deepening of China’s reform and opening up, the problem of laborand management began to reveal. The new generation workers have highercultural quality and stronger law consciousness. Meanwhile, current enterprisespresent multiple types, such as foreign capital enterprises, sino-foreign jointventures, companies invested by Hong Kong and Macao, individual enterprises,which occupied great amount of Chinese economy and attracted a great numberof laborers. All of these lead to the complex relationship of current labor andmanagement. On one hand, employees try their best to safeguard their rightsand interests, on the other hand, enterprises remain to maximize their interests.Therefore, the conflicts arise, the mass disturbances aroused by conflicts andconfrontations between labor and management have an increasing trend. For thedistrict like Pudong Newarea,where the non-public enterprises occupied over80percent, the great number of labor and management conflicts is doomed tohappen, which is the result of social development. Therefore, as organizationspresented employees’ interests, the role labor union plays in this relationship isworth to study. The thesis analyses the practice and important role of local unions in socialmanagement by researching their activities. It also analyses the dilemma andproblems of local unions, and further put forward suggestions of how can localunions be more effective in social management by comparing with foreignunions.The thesis uses the normative analysis and literature research method. Thethesis concludes the patterns and the main methods of local unions’ patake insocial management while analysising the specific functions and the uses by givean example of Pudong New Area.The research indicates that as the interests representative of workers, laborunions safeguard their rights and interests, and promote harmoniouslabor-capital relations in social management. It is advantageous to build aharmonious and stable society environment. Under the current system, laborunions should draw referential experience from foreign unions to strenghthenself construction and to improve the external environment and the supervisionsystem.Thus, labor unions can perform more effectively in the socialmanagement.
