| Ever since the eighties, China's economy increases continuously and rapidly, which abstracts the world's attentions. However, because of the government's difference of policy and the economy development between the areas, the imbalance between the east and the west is intensified, which has already surpassed the alarming-line. The gap between the east and the west will be influencing the development and stability of the economy and society in China. How to reduce the gap and how to realize regional sustainable development is the main goal of the macro-economy development of the 21 century.In 1999, President Jiang Ze-min pointed out at several important meetings that it's time to speed up the economy development in the west. In December 1999,at the central government's economy meeting , it has been put on the first place to adjust regional economic structures and to exploit the western economy development.With the establishment of the social market economy mechanism and the improvement of the open-up's levels, the competition between the internal enterprises and the external enterprises will be hotter than before. under this condition, on one hand, it requires that the development of the regional economy ought to rely on it's own endeavor, not to place hope on the government's preferential treatment. It should make the most use of the positive effect of the market mechanism. On the other hand, only market mechanism can't solve all the problems .Because the west has its own special external circumstances .It needs the government's policy and capital sustain to remedy the defect of the market.The western exploitation faces a brand-new circumstance. Firstly, despite the government will invest more funds into the west, what's more important, it depends on the social invest, which circulates and allocates according to the market principle in order to obtain higher returns. Secondly, the domestic market has changed. Buyer's market has transformed into seller's market. Not only the product of the traditional industry, but also the capability of the production has been surplus. Therefore, western exploitation can make use of the successful experiences of the east, but it can't copy it. Thirdly, the process of the globalization is speeding up. In this, the western market is not only merged into the internal market, but it must be merged into the external market, which requires the exploitation of the west to walk a new way.The exploitation of the west should be based on its resources, leaded by the market, and the industry structure should be also adjusted. On one side, it should be based on its present science and technologies to develop high-tech industry. The other side, the west should be based on its characteristics to develop preponderant industry.Contrast to the traditional exploitation of the natural resources, the exploitation of the west is based on its resources, leaded by the market and the technique is the means of such exploitation. What's more important, the carrier of the technique is human being. Human resource is the most powerful force to promote the development of the economy. Therefore, the exploitation of human resource is the root of the development of the economy.Compared with the east, the west possesses vast territory and rich natural resources. However, the west lacks persons with abilities and funds. Generally speaking, the quality of the human resource in the west is on a low level. The creation of the human resource's technique, institution, and the transforming capability of the science is quite low. Which results in difficulties of the exploitation of other resources. It's none but the exploitation of human resource that can create the favorable circumstances of the exploitation in the west. Meanwhile, the conditions of economy, society and natural resources of the west are different from the east.
