With the rapid development of economy in China, the demand on workers who are specialized in manufacturing and operating skills has recently increased in the work force market, even with the tendency that the demand exceeds the supply in some areas. Meanwhile, as for our present retirement system, special personnel retirees in state-owned Enterprises, as one group of the workers who are specialized in manufacturing and operating skills, still have available work force. At present, the embarrassing social problems have already been formed as follows: a) The great needs of workers specialized in manufacturing and operating skills on the market can not be met, while these retirees stay at home all day long. It is very urgent for us to find an effective way to solve the problem of re-exploit the HR of special personnel retirees and make a balance between the demand and the supply on the work force market. b) On the one hand, special personnel retirees have much lower income than their companions because of their early retirement, nevertheless they can not bear such great stresses from both body and mind caused by supporting their elder parents and underage children. On the other hand, these retirees neither belong to the list of the unemployment nor the range of retirement at natural age. Therefore, they can not get the free-training qualification of technology provided by the government or the"care activity"for the senior citizens in communities. They, embarrassed by the"forgetting"of the society, become an essential part of the social instability. The sound solution to the problem of good evacuation and re-exploitation of human resources among special personnel retirees in state-owned enterprises will make the specialized workers meet the needs of our work force market in line with the construction of harmonious society.Based on the case study of the special personnel retirees in SINOPEC SVW, this dissertation tries to do some researches on the re-exploitation of human resources among the special personnel retirees in the state-owned enterprises in China, gain an in-depth understanding of the value of such human resource in order to make it better satisfy the demand of the present work force market, moreover, provide an indicative way to improve the quality of their life.The study on re-exploitation of human resources among special personnel retirees in state-owned enterprises is mainly classified into the following several aspects: the study on the present situation of re-exploitation of special personnel retirees in our state-owned enterprises, the study on their wills for the re-exploitation investigation and the study on the relevant policies to solve this problem.This study demonstrates many innovations. It lays good foundation for the establishment of current retirement policy, taking the present retirement system as the starting point, the special personnel retirees of the state-owned enterprises as the researching object, the case study as the researching method and the current situation of these retirees as the first hand materials. It also approaches to solve the problem of the contradiction caused by the unbalance of the demand and the supply, attract social attentions on disadvantageous people and realize the goal of harmonious society through providing some effective ways and measures to evacuate and re-develop the human resources among special personnel retirees.This study, however, is still confined within a small number of samples and a limited test area. Therefore, it is still necessary to do some further experiments and improvement on these measures and policies provided for the re-exploitation of the human resources among special personnel retirees to make them more effective.
