The entry into WTO has brought China into the system of world economic, and then aggravated the international competition, which can be seen not only in the product market, but also in the factor market, especially from the competition of human resources. So we must calmly analyze the impacts of human resource exploitation and management of our enterprise, because of China's entry into WTO. . It's the crucial time of the reform of the SOEs(state-owned enterprises) now. We must start with structural reform to solve the problems which exist in human resource exploitation and management in SOEs. The private enterprises have set up the ability system which based on the ability. However, the private enterprises have gradually depended on traditional clan relatives human resource management pattern during the long time of development. This pattern will cause much bigger contradictions with the development of the enterprises. So we must study the human resource exploitation and management deeply.The human resource exploitation and management becomes more and more important in modern enterprises, it is the foundation of the enterprises, and also the key to improve the competition ability of the enterprises. It is one of the most important problems for the company to strengthen human resource exploitation and management, the final goal of which is to gain appreciation and moreeconomic benefits for the enterprises.With the deeply reform of the modern enterprises, human resource exploitation and management in the enterprises of China has improved remarkably. The human resource exploitation and management plays a more important role gradually in modern enterprises, and the decisive function of man-first principle has become more and more obvious. But as far as the present is concerned, human resource exploitation and management in China is still far from being scientific, some of which is unconformable to the development of the enterprises. The problems exist in eight aspects: to consider of the training human resources as the exploitation of human resources; to make the tactful management of human resources a small proportion in the decision-making of the enterprises, that is to say, the department of human resources has more execute rights than decision's; only to pay attention to the technical ability of the staff, ignoring the transition of the sense, idea and attitude of them when training the human resources; only to pay attention to the training and continual education of the staff, ignoring the efficient use of them, to pay attention to the training of not well-educated only, ignoring exploiting the high level ones when exploiting the human resources; it is common phenomenon in our enterprises to make the department of human resources a less important position; the department of human resources only pay attention to gain the persons of ability everywhere, ignoring setting up the mechanism of human resources development to those of alreadyexist; the laws, rules and regulations of the human resource exploitation and management which should be conformed to modern market economics are still not perfect, and the enterprises are lack of the corresponding mechanism of constraint and variable methods of effective encouragement; the ability of human resources development now can't meet the demands of the development of the economic in the future.The development of modern enterprise require us lose no time to do the exploitation and management of human resources, therefore, firstly we must know clearly the importance of them and the actuality of human resource exploitation and management in our enterprises. In this article, I set forth the impendence of human resource exploitation and management through the analysis of the problems exist in our enterprises and the chance and challenge after our entry into WTO.
