In the period of late Qing dynasty, China was facing serious internal and external crisis. The Qing government was forced to implement the"New Deal".In this particular period, Lian Yu took the decree of the government to be the last resident minister of Tibet and deal with the whole affairs, especially the new political affairs. During the 6 years in Tibet, he carried out a series of New Deal measures. In the political aspects, he restored the old system with assistant resident minister remaining; appointed director and resident members to reduce grain staff; substituted left and right counselors for assistant minister resident of Tibet and innovated high commissioners bureaucratic organization. In the economic aspects, he set showrooms and dispatched the Tibetan people to Sichuan learning the craft and took the right of local coinage back to the state. He also did some significant things in traffic, telecommunications, postal and telecommunications business and so on. In the cultural and educational aspects, he established the junior primary school, Chinese and Tibetan teaching houses and colloquial newspaper office. Also he set up several small army and police schools. In the military and diplomatic aspects, Lian Yu put forward that"Among the whole things, training army has the priority"and tried hard to gather military pay. Also he transferred the Sichuan army into Tibet. He also paid attention to handle the relationship between Tibet and Gurkha(Nepal)and ever made a plan to establish consulate in order to ensure the safety and interests of emigrants. Other personnel matters relating to Tibet and of the Tibetan local government officials were handled effectively too.As the resident minister of Late Qing Dynasty, Lian Yu played a very important role in history of Tibet and the central government. Facing the foreign aggression, he was more able to resist firmly to safeguard the sovereignty of our country from outsiders violations; facing the civil strife, he tried every tough and tender method to ensure the stability of the local Tibetan; facing some internal affairs, which were jumbled and laggard, he made every effort to strengthen the government of Tibet in order to promote its development.In short, Lian Yu followed the trend of the national New Deal in Qing's central government, took the Qing court's instructions to the implementation of the New Deal in Tibet. Although there are considerable historical limitations of the New Deal, it is a conscious need to adapt to the development of initiatives on behalf of the historical progress. It is an objective requirement and keeps with the historical development, for which what he had done should be affirmed.
