Study On The Anti-smoking Policy Of The Three Provinces In The New Deal Period In The Late Qing Dynasty

Since the modern times,the Northeast has been plagued by opium poisoning.As the place of Longxing in the Qing Dynasty,the Northeast region has certain peculiarities.While implementing the Central Government’s "No Smoking Regulations",it pays attention to the actual situation of the region.The anti-smoking campaign has achieved good results and is a non-smoking campaign in the northeast of the Republic of China.It has laid a good foundation and has an important role to play.This paper mainly studies the formulation,implementation and effectiveness of the smoking ban policy in the three provinces in the late Qing Dynasty.In the late Qing Dynasty,with the constant ravages of opium poisoning,the Qing government promulgated the "No Smoking Regulations" to order the provinces to strictly ban smoking in accordance with the regulations.In the three provinces of the Northeast New Deal system,under the active leadership of the new Governor Xu Shichang,the smoking ban in the three provinces was adopted.In order to facilitate the smooth running of the anti-smoking campaign,the three provinces have set up a special smoking-free institution,which is mainly responsible for the implementation of the smoking card system to gradually quit the popular cigarette addiction.It is stipulated that only holders of cigarettes can purchase a fixed amount of opium at a designated place and require them to gradually reduce the purchase amount until thorough.The government has also imposed strict controls on smoking cessation.The smoking ban policies of the three provinces mainly focus on six aspects of targeted smoking bans,such as the ban on bans,the closure of smokehouses,the sale of cigarettes,the issuance of smoking cessation pills and so on.In the process of smoking ban,there are both dynamic factors driving the development of the anti-smoking campaign,such as the efforts of the governor,the signing of the Sino-British non-smoking agreement,the holding of the ban on smoking in the country,and the enthusiasm of the singer,and there are also unfavorable factors that hinder the development of the anti-smoking campaign,such as official corruption,public ignorance,etc.After hard work in the three provinces,the three provinces of Fengtian,Jilin and Heilongjiang ranked first in the country for the first five provinces.The complete ban onsoil medicine has greatly improved the smoking atmosphere in rural areas and further reduced the pressure of follow-up smoking.At the same time,foreign foreign medicines can no longer enter the three eastern provinces according to the law,and the northeast region has basically completed the heavy responsibility of smoking ban.The three eastern provinces have achieved good results in the national wave of smoking bans and laid the foundation for the anti-smoking campaign in the Republic of China.By investigating and studying the smoking bans in the three provinces in the late Qing Dynasty,and summarizing the lessons learned from the modern northeast tobacco control,it can provide some reference for the current anti-drug work in Northeast China and even the whole country.
