TCM(Taditional Chinese Medicine) emphasize the theory that man is an integral part of nature, attach importance to the influen from cesocial environment and psychological factor to health.TCM develop disease-prevention under the direction of disease theory preventive treatment; to diagnosis and treatment common disease, frequently encountered disease, chronic, old people disease and functional disease based on an overall analysis of the illness and the patient's condition. The TCM diagnosis and treat technology was very convenient and flexible, it's dependence on equipments was lesser than others.TCM service are safety and efficacy, its cost is low.These features are same with community health services's synthesized, persistent, convenient and economical treatment. Beacuse our country community health services most come from foreign country community general family medicine and family doctor's experience, it's history in china was less than 15 years, community TCM services was a little simplify, TCM section office construction and equipment was simple, TCM doctor was lacking, there basic essence was insufficient.So,it's need to research the community TCM services current situation,find the primary cause that restrict TCM s action, Make effective policy recommendations, Ensure community traditional chinese medicine services healthy development.This research investigate 10 province,clear the whole country's Community TCM services develping measure, Operation mode, Human Resources, Training methods and Utilization, Explore the bottleneck impeding china city Community TCM development, and key issues, Study proposes policy recommendations to strengthen the Community TCM services work.This research Combination of quantitative and qualitative research methods to collect and analyze data,and most use Quantitative analysis.Main research results:1)More and more attention to TCM(traditional Chinese medicine) community service is given.2) Community service network of TCM gets further development.At present, the community health service agencies held by public TCM hospitals take respectively 19%and 15%in the community health service centers and community health service stations.Some city (district)-level TCM hospitals after the transformation of the structure and functions, have become community health service centers with distinguishing features.In 2006, the community health service centers with the Chinese medicine offices take 98%of the total amount of the community health service centers, increased by 6 percent compared with 2003.The community health service stations to provide the Chinese medicine service take 65 percent of the total amount, increased by 11 percent.3) The community service function of TCM is further improved. In 2006, more than 90%of the community health service centers can provide acupuncture, massage, and cupping services. All those services get certain increase compared with 2003. Various Chinese medicine health care methods get widely use in the community. TCM "cure" preventive care services begin on a trial basis in some parts. In the aspect of the eugenic birth, some community health service institutions apply Chinese medicine to the maternal health care.4) Community service teams of TCM are further strengthened. In 2006, TCM doctors in the community health services have reached 20.2%in the total. On-the-job training of the Community medicine researchers is strengthened. Thus their abilities are improved.Policy, Proposal:1) Strengthening policy guidance TCM departments should actively participate in local community health service development planning and related policy development work. Develop Medicine services of community development plans, Integrated into the overall plan for regional community health services. Increase support for community medical services, in each of year all levels of the governments organize the funding of community health services, all levels of management departments with same level health administrative departments to coordinate arrangements for the development of a certain proportion of the community medicine service.2) Further improve the community health service sites Planned and systematically establish the TCM community health service network. Each community health service centers should be set up branches of TCM, Each community health service stations should be set to one or more Chinese consulting room, Encourage and Guide enterprisess,Social groups,Personal and other aspects of Social forces to Developing the Community Medical Services, Hold the TCM community health services with Characteristics of Traditional Chinese Medicine.3) Expand services, Increase Integrated service capabilities of Chinese medicine. Use theoretical method of TCM health care to guide community residents to carry out health care. With Positive attitude to carry out the work of TCM Treatment of disease has not occurred,and also with acupuncture, massage, TCM rehabilitation medicine and other treatments, combined with modern physical therapy methods,Carry out TCM rehabilitation, with various forms of health education activities, let community residents to know the basic knowledge and health care technology about TCM.4) Strengthen the building of the team. training professional team of Community medicine.In Community Health Center,Traditional categories of employed physicians should be accounted for more than 20%of the total number of physicians, to ensure each Chinese consulting room (including acupuncture room, massage room, etc.) with at least one type of TCM doctors. In Community Health Center At least should has one Intermediate or higher qualifications Traditional categories of practitioner.
