Objective:Based on social equity theory and public management theory, to investigate current situation about health management and the state of the service use on floating pregnant women, to advance many reasonable proposals on how to improve public health management functions, to further develop community service skills, to create a healthy supportive environment, to provide fair, safe, effective, full management and services, to raise maternal health awareness and level.Methods:Using the method which qualitative research and Comparative Analysis combined, Analyzed and compared health current situation and service utilization between the city residence and floating maternal, made social equity analysis and objective evaluation, Analyzed the operating difficulties of the existing management system, advanced reasonable suggestions on how to improve public health management functions, further build community networks, developed community service skills, created a healthy supportive environment.Result:Study found that there were some gaps on fairly enjoying the basic public health services between foreign migrant women and the household register woman, especially on early pregnancy construction book and prenatal care, Preferential policies in the hospital confinement not effectively implemented, the services which provided by professional institutions about regular antenatal care, institutional delivery, health education can not obtainedConclusion:Advising that further improve the public health management, establish public service government, build community service networks, increase government investment, co-ordinate the supply of public services from the height based on social equity and justice, create a healthy supportive environment, improve health care level of floating pregnant women.
