Project Management Application In The Management Of Private Oral Health Care Institutions

Since 60s 20century, the conception and technologies of Project Management had been advanced and formulated and developed gradually, and which had been emphasized by various fields and industries at early 70s and 80s in 20^th century, moreover, more and more enterprises had adopted systematic management procedure of project to instead of former informal project management. Professionally, American Project Management Institution which is the biggest and most professional researching institution on project management all over the world has established a system named 'Project Management Body of Knowledge' (PMBOK) which is one of the most scientific systems for project managing through practicing, researching, summarizing and refining during several decades.As an important part of modern science of management, the researching content of Project Management concentrates on how to achieve planned objectives by scientifically operating and managing under certain financial and investment situation. There are three dimensions involved in this procedure: objectives (goals) of Project, managerial procedure for achievement of Project objective and the levels of project procedure. Management of project is a whole process from planning, decision-making, financing, organizing, implementing and appraising. Significantly, as the guide, direction and basis of appraising for project, the project objectives are the key of the success for entire project, and which must rely on reasonable and scientific method of project planning. Therefore, researching item will be analyzed by planning method named OOPP (Objective Oriented Project Planning)in this paper. Objective oriented project planning is a scientific system, a set of tool of operation and a technology & method for researching the project of regional development based on investigation, analysis, judgment, project designing, project planning, project implement, project monitoring & evaluation and project management.For private dental institution, the improvement of people living condition and healthy consciousness is not only the opportunity bat also the challenge for further development. Though public hospital can not meet the need of dental health form public which intended to be increasing and diversifying, for that, there would be more market chances and rooms of development to private dental institution, there are various problems influenced the development of private dental institution such as low level of management, bad performance of operation, unreasonable strategic positioning, high cost. If these problems can not be resolved, not only the opportunity of developing will be missed but whole industry will be impacted greatly.Considering the characteristics of private dental institution, relative theories and methods of project management are very useful and helpful to managing private dental institution. Although the project management had been applied by medical institution to coordinate medical activities at early 90s, the application of project management in private dental institution is a virgin theoretically and practically, which is also the innovation of this paper. Based on researching of theories and case, combining with operational situations and local social environment, how to cultivate and enhance core capability of competitive for private dental institution by project managing had been decided as the researching aim. Meanwhile, through approaching relevant theories and methods of project management, matching with the situation of 'Joinway Dental Clinic', not only a set of project planning process including problem analyzing, priority analyzing, establishment of objectives and grouping objectives had been stated in detail, but also several measurements for objective achievement such as cost management, time management, objective management, staff management, client relationship management and public relationship management had been discussed, and all of which are based on relevant theories from project management. Due to this paper is just a exploring research, so it mainly focus on application of OOPP and part of project management theories in private dental institution. Expectedly, it is helpful to the development and management of private dental institution through researching and advancing in this paper.
