Those who such as the progress management on transition project of occupational disease hospital is usually occur at present when medical health career strengthen reform, enhance community health service construction.In this project, for achieve project progress goal, and control the time limitation for the project, make project finish smoothly.The project team must control the key point of the project.During transition of this project, They are become important factors which lead the project to success,which are the project planning and controlling,human resources management and material purchase management.This paper based on the fact of the project, which occupational disease hospital is special hospital and community health service centre is a new trade,the project have no ready experience to according with. As this, the project team through enough investigate,discuss, test and verify.because government and hospital pay more attention to the project and hope it can be finished successfully by one time, the project team enough considerate during the process of transition project of occupational disease hospital, because the transition project of occupational disease hospital has characteristic which depth overlapping and restricts mutually and affects mutually between the various departments in the project department, the department of engineering and construction and control in the project would brought some restrictions and influenced disadvantages to the Project progress, some departments or units out the project department, such as suppliers, they would brought some restrictions and influenced disadvantages to the project progress also. During the process of transition, human resources management,and material purchase management.The post of purchasing or expediting or inspection in the purchasing management organize is depth overlapping and restricts mutually and affects mutually also, so these would brought influenced disadvantages to the purchasing progress as subjective or the objective reasons. Thus it can be seen, for the insure the project general progress request, we have to solve above, the project schedule normal progress is the key to insure the project general progress, so it is necessary to enhance the project planning and controlling management, to enhance human resources management,to enhance material purchasing. To use the theories and knowledge of project management to solve the restrictions and influence disadvantages, make the progress of the human resources management and material purchasing management meet the project's need.This paper mainly about those key issues who lead the project to success firstly, pointed necessity of implemented the project progress management effectively, pointed those issues which must be solved during transition of hospital, which is purchasing progress management, human resourcemanagement, material purchasing management of this project.secondly,analyze correlation project management theory which fit this project.lastly, adopted management theory and method of project planning and controlling, human resources management,service idea changing and function department reform to solve the issues above.Based on the project management correlation knowledge, establishes the project management organizations, display project management organization's function. Through the organizational structure confirm the scope and degree of every work, the each other coordination, each duty. based on the theory of the project planning and controlling, the goal and method of to draw up the project progress plan, the goal and progress of project progress control, to describe how to operate the dynamic monitor, the comparison and analysis, the progress renewal to the project progress control. Based on the theory which in any plan solved the first question is insuring the organization goal in the project progress planning and controlling theories; the project team determine the project work's goal.aim at the project implemented situation of dynamic monitor, to collect the information of the purchasing actual progress, for analyze the situation of the purchasing actual progress, and predominate the progress dynamic of the purchasing schedule. According as the principle of comparison and analysis, to compare the purchasing actual progress with purchasing schedule, when the actual progress deviate from schedule, to analyze the reasons of deviation, and take the corresponding measure and the countermeasure. Finally according as the method which schedule renews to adjust.Based on the correlation theories and knowledge of project management, and actual situation of project, this paper adopts the following methods to strengthen the procurement progress management, human resources management and material purchasing management:According to correlation knowledge of project management, establishes project management organization and control, human resources conformity,service idea change, function department reform, considerate actual condition of project, put out the method that can solve problems. project team analyses the causes which brought problems.Draw up appropriate countermeasure and measure,realize project purchasing progress management effective dynamic control and work efficiently, realize project planning and controlling, ensure that the whole project finish in time.Based on the project purchasing correlation knowledge, establishes the purchasing management organizations, display purchasing management organization's function. Through the organizational structure confirm the scope and degree of every work, the each other coordination. The jobs of planning, purchasing, expediting and inspection will confirmed, and confirm these jobs duty and functions in the purchasing progress. Draw up the reasonably purchasing flow to prove the purchasing work successfully, thus to prove the purchasing progress running, to analyze some links which are important to purchasing progress in the purchasing flow.Based on the theory which in any plan solved the first question is insuring the organization goal in the project progress plan and control theories; insure the purchasing work's goal. Next to make purchasing schedule which including general purchasing schedule and each job schedule and each material schedule. According as the principle of comparison and analysis, to compare the purchasing actual progress with purchasing schedule, when the actual progress deviate from schedule, to analyze the reasons of deviation, and take the appropriate measure and the countermeasure. Finally according as the method which schedule renews to adjust schedule, when the deviations which the purchasing actual progress with purchasing schedule come under the influence of the project general schedule, is going to adjust the purchasing progress, even the engineering schedule or construction schedule will been adjusted.The research of progress management on transition project of occupational disease hospital by use project management correlation knowledge, realize project progress plan dynamic management by use the theory of project planning and controlling, control and renew project progress. implement project progress assistive management by using human resourcescorrelation knowledge. Which be proved to achieve good effect after put into practice. It have actual meaning for same problem of same trade to manage good this project.
