Along with the wave that the economic globalization and information networks swept through, Talent has become the premise of the knowledge economy era and social development progress; also it has been the basis of maintaining the competitive edge. The human resources management of our country's civil service system exists the situation of relatively lag, so how to establish a scientific and rational personnel evaluation system, how to screen and train the personnel objectively, effectively, how to develop human resources' potential, have become the question which is urgently waiting to be solved.The potential factors are the main underlying causes which decide whether an individual's job performance is excellent or bad,and personality is an important component of potential factors, So personality is one of the important elements which affecting one's job performance.Cattell's 16 Personality Factor Questionaire was used in this research to explore the personality, the relationship between personality and performance of civil servants in Beijing's health system, and then establish three competency models about personality including"the model of whole","the model of director below the Section officer","the model of section-level", which can be the reference for the human resources management of official system.The main conclusion of this study includes the following four parts:The first, the civil servants in Beijing's health system have the characters such as sociable, zealous, bright, stable, persistent, excited, adventurous, self-discipline and have low score in sensitivity, suspicion, anxiety, radical and low independence.The second, discounting the general factors, intelligence, adamancy, adaptation and anxiety, creativity were positively correlated with the performance; stability, excitement, adventure, fantasies, introvert or extravert, mental health were negatively correlated with performance.The third, there are significant difference between diferernt levels of performance in 8 personality factors.The last,①the competency model about personality of whole includes five dimensionalities(emotions, the style of Handling matters and intercourse, leadership, ability and insight, the ability of innovation) and 11 specific characteristics;②the model of director below the Section officer includes four dimensionalities and 11 specific characteristics;③the model of section-level includes three dimensionalities and 5 specific characteristics.
