Background Along with people living standard raising and pollution of water resource getting more and more serious, barreled drinking water market has been developed rapidly in Jinan for last several years. But the hygienic condition of manufactory of barreled drinking water is uneven, some of manufactories don't have necessary safety control in their manufacturing process, some products still have many quality problem. The random inspection passing rate for barreled drinking water conducted by Ministry of Healthy is 60.2% in 2005, and the random inspection passing rate for barreled drinking water conducted by Healthy Bureau of Jinan is 52.63% and 61.90% for year 2004 and year 2005. The passing rate is low in many cities all over the country, the results of random inspection show that items don't meet criterion mainly focus on the total of colony, coli-group, and electric conductivity, etc. So it has very important practical meaning to do study in manufacturing process of barreled drink water.Object Through surveying hygienic quality and hygienic condition in manufactories of barreled drinking water, the HACCP management system would be able to be adopted in manufactories, thereby completing quality control of product and increasing hygienic quality of product. At the same time, the system could be used by government supervision agency in daily job, to increase efficiency and scientific of enforcement of the law.Methods We randomly pick sample of barreled drinking water from 50 different manufactories, fill out survey form, gather inspection results, process data by using sanitation statistics methods. Then we select 5 manufactories as research objects which have typicality and qualify to GB 19304-2003《Hygienic Specification for Manufactory of Standardized Packed Drinking Water》. Referring to HACCP system and its regulation which is suggested by Codex Alimentarius Commission (CAC), and based on reading and collecting related materials, HACCP system of production of barreled drinking water is established by conducting hazard analysis, determining critical control point, and creating preventive and corrective measures. At the same time, we collect, test and compare the data from each critical control point before and after adopting HACCP. Results By surveying 50 manufactories of barreled drinking water, we determine that the holding rate of hygienic license, physical examination record for related workers, and the construction and arrangement of workshop are in good condition, but that hygienic knowledge of workers is lacking and hygienic infrastructure is unable to work properly are prevail. The hygienic management, hygienic infrastructure, and hygienic condition in state owned manufactories are better than that in private manufactories.With utilizing HACCP principle and method, after fully study and analyze manufacturing process of barreled drinking water to 5 selected manufactories, we determine water container disinfecting, reverse osmosis, ozone disinfection, disinfection of empty barrels and lids, and disinfection of workshop environment as key control points, intensify the training of working staff about hygienic knowledge, strictly execute regulation for operation. This study result shows that all hygienic data comply with the national standard, after adopting HACCP control methods.Conclusion The hygienic condition of manufactory of barreled drinking water is uneven in Jinan, effective safety control is still lacking in manufacturing process, and passing rate for product quality is low. Adopting the HACCP management is the most efficient method to secure the quality of barreled drinking water. As long as manufactories set up sound hygienic regulation, intensify internal management, strictly manage according to HACCP, and government supervision agencies regularly visit manufactories to supervise the operation of HACCP, the hygienic quality of final product will be able to secured.
