| "The prevention is main" is one of our country's policies in health care. Health care is considered as important work by the government of all levels and administrative departments of health all the time because of the huge social benefit it brings and it really has achieved a lot. More than 80% of the population is in the countryside . Health care in the countryside is the emphasis of the whole and it is the foundation to guarantee the farmers' health. Till now the function of prevention isfulfilled by the net which includes the county, the township and thevillage and most of the work has been done by the clinics in villages. However, the service mode of the clinics is just to cure and care at the same time. With the development of the society and the economy, the original mode according to which all the prevention and health work is carried by the clinics in the countryside and cannot meet the villagers' demands. How to establish a mode which can not only adapt to the current countryside situation and meet the demands of the health care in the countryside, but also efficiently accomplish the function of the health care service system is very important.This essay discusses two points. First, some domestic modes in the current countryside are summed up with investigation and documents:1. Treatment and prevention are united as one. 2.Treatment and prevention work in individuals. 3. An individual unit for prevention is established next to a hospital which is relativelyindependent. 4.county and township direct management 5. government purchase setvice modes. It also analyses the original mode( Treatment and prevention are united as one) and it thinks there exists the following shortcomings:1. The mechanism of supplementary isn't sound. The government gives its input as it pleases and it lacks inflexible restriction. 2. The phenomenon of paying more attention to treatment than prevention is very serious. 3. The network is tattered and it is hard to develop it. 4.The ability of those who take up this job is poor and it can't meet the villagers' demands. It concludes the advantages of foreign countries: l.Many kinds of channels of raising funds. 2. Varieties of the units providing service. 3. More attention paid to the man resources.4. Useful mechanism of supervising. Second, we investigated the two counties where the mode having an individual unit for prevention next to a hospital was used. We also compared them with another two counties using the original mode from the following aspects: the running mechanism, the input of expenditure, the foundation of the personnel and the work quality. We find the running mechanism, the personnel and the work quality in the experiment unit is superior to those in the compared counties and it is more suitable to the local condition. However, there is one problem that the staffs in these two counties have low educational level and are a little old. They are both short of the opportunities of further studies. At the same time, we find the investment mechanism isn't sound and enough either. The mode assume sole responsibility for its profits or losses doesn't agree with the character of health care. The public finance input isn't much. The unit of prevention and health care runs at a loss and it can't existunder the current situation any longer.The part of discussion compares the mode for the experiment units with the original mode from four aspects. It concludes that the key is still the mechanism of raising funds and it also makes the following suggestions: We should follow the principle that it must be suitable and valid with low cost according to different places and we should establish a mechanism of raising funds in many ways; we should learn the advanced experiences of prevention and health care from the abroad and establish a service mode of prevention and health care to match the Chinese state; we should establish and improve a mode with reasonable division of human resources and relevant laws to guarantee the work of health care.The part of... |
