On the whole, the period of planned economy, health expenditure is most has the burden of government, individual responsibility is relatively small, the rest comes mostly from the state finance, central government bear most of the medical liability. Since the reform and opening up, great changes have taken place in the public health system, the Chinese government formulated a lot of health standards, to speed up the construction of legal system of our country, the field of public health. However, because of the special attention to the development of the economy, taking economic construction as the center, neglected to some social problems, although the level of economic development has been very improved quickly, but progress is the health of our residents is relatively slow, so that the public health crisis more serious problems. Although in recent years the Chinese government health expenditure has been increasing, improve the medical and health fields, but considering all kinds of medical problems and situation in reality, the scale of government health expenditure in China is still inadequate, the management mechanism of medical health field are still to be improved.Firstly, research background and significance from the start, through the introduction and analysis of the literature review at home and abroad. The scale of government health expenditure in China has increased year by year, but the government health expenditure growth rate has declined, the government health expenditure proportion of financial expenditure and GDP increased slowly, the elastic wave of government health expenditure in China on the fiscal revenue and GDP larger, most years of elasticity is less than1, from China’s health expenditure proportion of GDP, lower than the world average looking at the level of international comparison, from the "health China2020" strategic goal there is still a long way to go.Finally, the analysis of the health model, the model analysis, the panel data. Results show that, the government health expenditure at the national and regional levels of health level are very good role in promoting, per capita GDP has good elasticity on the health, but to rely more on indirect health-related such as education to the health level of residents.Based on the foregoing research, summarizes the analysis, put forward some policy suggestions.First, strengthen the government leading in our expenditure on health status, in order to maintain and improve the government health expenditure growth rate; second, clear and reasonable adjustment of all levels of government expenditure responsibilities in the areas of health, to ensure that government health investment sustainability; third, both inland and coastal areas, balanced development, improve the proportion of government expenditure on health.
