Migrant Workers In The Medical Security Of The Intergovernmental Coordination Mechanism

The Migrant workers are one special huge social stratum in our country, and this special group is still gradually enlarged. AS the main force of urban development, the Migrant workers devote themselves to China's economic development greatly. However, most of the migrant workers still get benefits from our medical security system of our country at present. The key to perfect the medical security system for migrant workers lies on the urbanization process acceleration, social security system improving and socialistic harmonious society construction.Since 1980s, the problems of migrant workers have brought great awareness in China. To solve this problem, our scholars have already done a lot of research from different perspectives of medical security system, including exploring the model of the medical security system and the creative rules; analyzing migrant workers in the area of the implementation of the feasibility as well as the predicament of the medical security.As a matter of fact, our government lacks the effective intergovernmental coordination mechanism when they build the medical security system. This special group which devote themselves to China's socio-economic development and urbanization acceleration didn't get their own rights. Due to the divergent dualistic urban-rural division system, the migrant workers can not get their insurance contract of retreating, which will cause many problems when they go to work in another place. Secondly, the problems exist in intergovernmental coordination mechanism of building the medical security system, which can be account to two factors. The local government always protects their own profits when they face the migrant works'problem and central government's regulation due to the effective law deficiency, unbalanced regional economy development, disordered labor market in rural and urban areas.The article is set up aiming at establishing the intergovernmental coordination system in the aspect of migrant workers medical security system, and draws the conclusion that we should obey the rules of public service equalization, the obligation diversion among government, enterprise and migrant workers as well as the system institutionalize. The government should put the efforts in the coordination of finance system, policy system and regulation system in the aspects of law enacting to protect peasant workers, funds appropriation to support their medical system perfection as well as interregional coordination and medical system monitoring to realize peasant workers rights in medical system.
