Health human resource is the most important and crucial component in health resource, which plays the main role in furthering the reforms of health systems. With the rapid development of society and economy in our country, people's living standards have been improved and their demand for health care service has grown accordingly. While in China the whole country is continually furthering the reforms of health systems and in Binzhou the city government is quickening the development of Yellow River Triangular Hi-Tech Ecological Zone, it is of great significance to strengthen researches on the allocation and forecast of health human resource for a reasonable distribution of health human resource and a better health service as the health human resource secures the successful provision of health service.By using methods of literature research, descriptive study and quantitative research, this paper analyses the current status of health human resource allocation of Binzhou as well as the dynamic changes of health human resource, and establishes a forecasting model GM(1,1) of health human resource, with which forecasts the number of health technological personnel, doctors (including assistant doctors) and registered nurses in the target year of 2015.The main results are as follows:in Binzhou City the total amount of health human resource is relatively less than being normal; the indicator of health personnel per 1000 people is low; public health personnel is in deficiency; the construction work for the community health human resource needs strengthening; the ratio between doctors and nurses was unbalanced and inverted which is very serious in town hospitals where the nursing team wants improving; also in the town hospitals the level of the whole medical staff is low with a poor intellectual structure, it is not easy to improve the skills and competence of the doctors working in the town hospitals due to their relatively low professional level; the distribution equity of health human resource among population and regions is uneven, yet not passing the warning line and the population equity is prior to that of regions. Based on the forecasted results by the year of 2015 in Binzhou the number of health technological personnel, doctors(including assistant doctors) and registered nurses will be 13977,4950 and 4130.It is essential to make a scientific region health plan and to implement it strictly so as to push forward the health cause to develop in an all-round coordinate and continual way. On the basis of problems existing in health human resource allocation of Binzhou City and combining to the forecasted results, corresponding suggestions are raised as follows:enforcing the regional health planning and making the distribution criteria for an appropriate allocation of health human resource; enforcing the dominant responsibilities of the government and adding public health investment; making overall distribution of health human resource in urban and rural areas, equally stressing the importance of medical care and prevention to render the health human resource to have a coordinate development in each field; strengthening the construction work for nursing team to change the inverted ratio between doctors and nurses; strengthening educational training of doctors in rural areas to improve their professional qualities and competence.
