In the period of knowledge-based economy, the human resource (HR) has become the key factor in accelerating the economic growth. The human resources are the most active element among those productivity elements. The author has profoundly realized that the issue of the human resource has increasingly become an important factor affecting urban economic development in Panzhihua. Establishing a scientific and complete incentive mechanism for talents promptly to reduce the rate of brain drain is of great significance. By reviewing and studying the relevant theory about talent incentive, the literatures related to brain drain and incentive mechanism for talents .Based on those relevant theories, we investigated the situation of brain drain and analyzed the reasons for brain drain. Combined with the reasons for it , the goals of the economic and social development in Panzhihua, At the same time ,according to the development strategy of "four powerful creation" established by the municipal Party committee , municipal government and characteristics of urban development in Panzhihua, strategies to reduce the rate of brain drain are proposed and an incentive mechanism for talents is established.This paper consists of five parts. Part I is Introduction. We put forward the background,purpose and significance of selection of the subject and represent research clue and methods. In the second part, we give a definition of talent and summarize the relevant theories and literatures with respect to personnel incitement. A lesson from the incitement theories about how to encourage people, reducing the rate of brain drain and other aspects were introduced and elaborated. In addition, we summarize the research literature related to the brain drain and talent incentive mechanism impersonally. In the third part, we introduce the basic situation of the existing personnel in Panzhihua. Further more, the achievements and problems of the human resources are analyzed. In the forth part, we review the situation of brain drains in Panzhihua and analyze the reasons for it. In the fifth part, bases on reviewing the reason for brain drains, and integrating the development strategies of economic society and talent in Panzhihua. We put forward the way to reduce brain drain, and pay a strong attention to elaborate on the idea of instructing a scientific system for developing and inciting talents.
