On January 7, 2009, China Industry and Information Ministry issued 3 mobile communication licenses of the 3rd generation (3G) to China Mobile, China Telecom and China Unicom. Enterprise WT obtained the most mature network of them, which created a valuable development opportunity for the enterprise itself. In the recent years, impacted by the related factors of asset impairment, merge & re-arrangement and tariff adjustment, etc. in the wireless local calls, the profitability is declining in conventional business of the company. WT needs to obtain competitive advantages urgently in the mobile communication market through a successful marketing in 3G products.It is of great significance for 3G marketing promotion whether the 3G product validation can be implemented effectively before it puts to the market. Through introducing the management theories, this research is aimed to implement project management to the 3G verification activities and solve the issue of lacking systematicness and effectiveness in marketing management, so as to improve operation efficiency of 3G verification activities in Enterprise WT.The article firstly analyzes the issues existed in organization, planning, quality control and risk etc. throughout the 3G verification activities in enterprise WT, it illustrates the necessity of carry out project management in marketing activities, and uses the methods of project process management to discuss the four processes of planning, implementation, control and closure of the project.Secondly, with combination of the cases and introduce of matrix management theory, the article analyzes the main management elements in 3G verification activities including time, resources, quality assurance etc., establishes the matrix management model on main elements basis, and with extensions of the applications of matrix management, raises the optimized operational program based on project management theory and practices.Lastly, with focusing on the resource-constrained multi-project characteristics of marketing for the 3G market, based on Critical Chain Project Management (CCPM) theory, through the project buffer, input buffer, buffering mechanisms of resources to eliminate the negative impact of the uncertainties in the project implementation, the article provides implementation strategy for the five key steps in multi-project management.The article can provide a reference or guidance to project management or research for the alike enterprise or similar marketing operation activities.
