Shanghai Tunnel Hospital Development Strategy

As a number of Large Engineering Design Institute, Shanghai Tunnel Engineering Institute processes into a developing period with lots of opportunities in the rapid development of Chinese urban construction. However, due to the changes in the external environment and the factors such as the internal traditional system which restrict the development, the Tunnel Engineering Institute need a new strategic plan, if it wanted to become a top-grade engineering design and consult firm. Therefore, this study has an important theoretical and practical research value and can provide a valuable reference for the reform of Chinese Engineering Design Institute.Firstly, this paper uses PEST analysis to analyze the external strategic environment of Shanghai Tunnel Institute, we argue that the development of Shanghai Tunnel Institute is optimistic under the rapid economic development and the accelerating urban construction. There are lots of opportunities for the development: sustained and rapid development of Chinese economy and urbanization; the policy which encourages enterprises to "going out"; the biggest urban rail transit market of China; the Regional Advantage such as talent and technology in Shanghai. Correspondingly, the potential threats to the development are: the risk of the core business; the increasing and strengthening competitors; the process of internationalization and the comprehensive gap between foreign counterparts and us.Furthermore, this article analyzes the internal environment of Shanghai Tunnel Institute from three dimensions: human resources, operating capacity and management capacity. We argue that the advantages for development are technology and talent advantages, performance and market share, and the market advantage of Shanghai etc. The disadvantages are: the the gap between the allocation of resources and the rapid development of business; the gap between the management system and the rapid development of enterprise; the constraints of the market and no global market.Combined with the external - internal strategic environment, and based on SWOT analysis method, this paper proposes that the Shanghai Tunnel Institution should use growth-oriented strategy, put market development as the basic strategy, use technology innovation strategy and international strategy as the supporting strategy. These will make the Shanghai Tunnel Institution into the first-class, world-renowned brand designing institution which puts the design, research and consulting services in the field of comprehensive utilization of tunnel engineering, track transit and underground space as its core business. Further, based on the strategy implementation, this paper proposes the following implementation suggestions: 1, To increase the extension of the core industries of the market, and expand the depth of the core business development; 2, To establish R &D innovation mechanisms, and build a platform for scientific and technological innovation; 3,To put the international engineering consulting firm as a target and increase the international degree of the design institute; 4, To strength the management system reform and management mechanism construction.This article concludes that during the transformation from traditional design institute to engineering company, it usually encounters some problems in building the core capacity and constructing supporting mechanism. The market development, technological innovation and the combination of internationalization strategy, as well as the establishment of strategic thinking of the management system for the modern engineering consulting enterprise from the perspective of mechanism, which are proposed from this study, can provide useful insights for solving problems.
