As the rapid development of China's economy and financial industry, the competition in the domestic banking sector becomes white-hot. A number of new joint-stock commercial banks, in accordance with the principle of giving priority to efficiency, has accelerated the expansion of network in the economic center. Hence the competition between banks has reached the point of white-heat, and the new market structure is emerging. The state-owned commercial banks need to modernize and enhance the business philosophy in order to give full play to their advantages of scale, maintain and enhance market share. Proper performance evaluation system is one of the key factors.Primary branch, as the bank's most forward position, is the basis for the development of its business. Bank of China has developed and enforced a series of performance appraisal measures, but there are still some shortcomings when it comes to network performance evaluation, and it failed to fully play its role. It is imperative to explore a scientific and rational, and effective network performance evaluation system.This paper has analyzed problems in the network performance appraisal system of Bank of China in Changsha, and the appraisal system was re-designed accordingly on the basis of in-depth investigation using the theories and methods of performance appraisal. The existing performance appraisal program has been improved, expected to encourage various branches to give full attention to the initiative, to comprehensive improve internal operating conditions and promote the development of the branch.
