| Since 1978, with the reform and opening up program, as well as the gradual foundation of the socialist market economics, the previous labor insurance has been transformed to social insurance. Since 1986, the launch of overall raise of social insurance funds, the Beijing government made great efforts to improve the insurance system and finally set up five kinds of social insurance:pension, health, unemployment, and work-related injury insurance. Many kinds of laws and regulations are produced, which optimize the Beijing social insurance system. It is a long journey for Beijing government to transform from management-oriental government to service-oriental government. Thus, it is time to improve the service quality of social insurance agency and provide more employment service. Furthermore, the social insurance agency is part of service-oriental government.According to literature review, we find that most foreign social insurance agencies take the performance evaluation of public sector and evaluation of consumer satisfaction to assess the quality of the service. Meanwhile, the performance appraisals of domestic social insurance agencies are from qualitative perspective, which are lack of quantitative methods. For instance, the evaluation just focuses on some qualitative methods:capability of management and the construction of organizations. Secondly, another approach of evaluation emphasizes on the regulation of the fund application, which is not a comprehensive appraisal of the whole social insurance system. Finally, most of the appraisals are from the customer satisfaction aspect, which is not scientific.This article proceeds in two parts. Firstly, theoretical study, we conduct a literature review on the development of Beijing social insurance system, and summarize the service quality of foreign public sector. The theoretical work lays a solid foundation for our future work. Secondly, empirical study, according to the conditions of Beijing social insurance system, we conduct an evaluation from the employee perspective, with customers'evaluation as a complement. Based on the data analysis of our questionnaire respond, we find there are some problems in Beijing social insurance system and propose our suggestions.There are three conclusions of our study as follows:firstly, the workload of social insurance agency is increasing, but there is lack of hands, which leads to the present service could not meet the needs of customers. Secondly, several problems are arising. Such as the facility of office does not get good care; there is lack of concerning service; the degree network-base office and the degree of information are still needs to be improved.Thirdly, some problems catch attentions:the insufficient training for employees, too much work pressures, and psychological health of employees. |
