Nowadays, the society has entered into a new era named knowledge economic era in which knowledge dominates everything. It has become the inherent impetus for economic development.While, as a knowledge carrier, a human being or human resource is the decisive factor for economic development . Development of economy is essentially the development of human and increase and accumulation of human capital . Therefore, the development and using of human resource is not only closely related to the organization's prosperity but also closely connected with the comprehensive strength of a country. Recently under the leader of America, western countries burst out a new series of economic crisis which impact severely the world economy and social solidarity meanwhile they weaken the international competition. The importance of financial industry shows apparently. How to keep the stability of financial industry; avoid financial risks and maintain the stable increase of economy is an important problem which is presented in front of the government all over the world. In the present time, central banks of all countries in the world take on the responsibility. Without an exception, in china, china's central bank namely people's bank of china, takes the responsibility of making and executing current policy, supplying with financial service, preventing and settling financial crisis and keeping the stability of finance. People's bank of china at grassrooted level is the frontier of current policy execution and supervision. Human resource in the lower leveled bank is an important basis and crucial factor for central bank's policy execution.As a state administrative department, people's bank of china's personnel system reformation makes progess slowly because of the slow reformation of its administrative system. After China Banking Regulatory Commission's sepration out of people's bank of china, functions of grass rooted bank (branch of central bank and county bank) has changed a lot. its staff structure, organ foundation and business operation become the focus of leaders at all levels and employees. Due to traditional cognition of personnel management and rights of human resource, many people's bank of china at grassrooted level have no consciousness of the importance and meaning of human resource development and management. Its personnel management is still staying in the stage of traditional personnel operation. Some people's banks of china at grassrooted level have done some good and useful exploration of salary, performance reformation and staff training, however, these reformation are all too shallow and scarce of system.This thesis analyzes deeply the problems of management and exploitation of basic central bank. It shows us the advanced ways for human for resource development for foreign government, central bank and enterprises. It also sets us an example for study. At last aimed at the problems exiting in the development of human resource, this thesis put forward a career plan for building systematically a training operation system , a method for improving the methods for performance management and impeling potential abilities for staff. Through the analysis, this thesis explores new methods and approaches for the development of personnel system. in people's bank of china at grassrooted level.
