In recent years, the Information work in Hunan tobacco commercial industry has gone through various stages of platform building, information systems estabilishment, system application and extension, and data integration. The purpose of this paper is to establish an appropriate IT overall program for tobacco commercial industry by making a research into the strategy and application in tobacco industry.The paper adopts such research methods as Literature research method, systematic and scientific method combined with information research method. To provide theoretical support, this paper makes much investigation on literature about the information, the tobacco industry and IT-related aspects of the overall program. The IT overall program is designed by using system approach, control theory, information theory. In the paper, Hunan tobacco commercial industry's information situation, major informatization characteristics and main problems are analyzed and researched on the study of IT overall program. This paper provides a method of how to design Hunan tobacco commercial IT overall program by analyzing the design means, main steps and basic principles. The paper analyzes information demand from the analysis of strategy, Operation, and business; it advances the IT aim. Hunan tobacco business information systems are designed and researched generally through the functioning structure divided systematically. The paper collects large information on business and management in tobacco business systems, the characteristics and competitive factors about production and operation in the industry are taken full consideration. taking the optimized business as the main line, the paper builds up total structure, technology structure, basic structure, business and application structure, it establishes four systems named as industry supervision system, business running system, support system for decision-making, operation and maintenance system. Finally, in this paper, the IT overall program is evaluated and safeguard measures are worked out by analyzing the implementation risk.
