China’s tobacco business enterprises has been implementing a management system operated both by government and enterprises.This management system brings the industry’s monopoly, and low management efficiency which is difficult to overcome.With the smokers’ increasing awareness of health, people’s needs and requirements for tobacco products is also rising; at the same time the tobacco enterprises compete more fiercely, so it is imminent to enhance the competitiveness of tobacco enterprises.Operated both by the government and enterprises, tobacco companies have a disadvantage of low management efficiency. Therefore, to enhance the tobacco companies’competitiveness should first start from improving their management efficiency. Just because of this, some tobacco companies are trying to introduce business management tools such as performance management, in order to improve management efficiency. But for various reasons the effect is not significant. The tobacco companies have two kinds of departments; one is the marketing department, the other is related organization sectors. The marketing department, capable of quantitative assessment, can effectively carry out performance management, but the related organization sectors, difficult to quantify performance, are difficult to carry out performance management. So how to effectively improve the efficiency of the relevant organization departments in the tobacco companies is a difficult problem to he solve in order to enhance companies’competitiveness. Just in this background the paper selects the topic of " the performance management’s design and implement of TZ tobacco enterprises’department".By relating theory with practice, the paper researches on the status of the organization departments’performance management in tobacco companies of TZ city, identifies problems, analyzes the causes and seeks countermeasures. Job analysis make job responsibilities clear in organization departments; strategic analyses make the tasks and objectives of related departments clear; Accordingly, the paper designs the relevant departments’performance evaluation indicators and criteria, selects the relevant assessment objects, interval and method, and determines the basic process of performance management according to a logical order. In short, the paper makes a new design for commercial tobacco enterprises’ performance management, based on of the former program in TZ city’s commercial tobacco companies, and build a more complete and systematic sector performance management system. The paper provides not only a specific and effective performance management guidance for the commercial tobacco companies in TZ city, but also a reference of performance management for various types of organization departments in all kinds of systems and other back-office support departments such as personnel, finance, information departments.
