Relation between government and enterprise (GAE) is effective and functionary each other. From reform and opening up, China relation between GAE has came through the process of development and evolvement: from government gave right to enterprise to push contract and management rights, from conducted modern enterprise system to reform state enterprise system. As one of the most parts of economic system reformation, human resource management (HRM) has came through three important development process during the relation reformation between GAE in more than three decades: plan system arrangement, reform amalgamation focus on market, harmony developmental labor relation in new times.Chinese GAE is conducting the new relation of harmony and cooperation along with our country entered WTO and economy of globalization and multiculturalism Meanwhile, HRM theory has improved constantly and government function has changed obviously. But public human resource development and collocation is absence in relation between GAE because instability of government "enterprise" type reformation, power dependence and HR different between GAE, as well as public human resource drawback and awareness mistake about separation between GAE during plan economy system. Government lacks macro-stratagem, capable people is waste and human resource is shortage, government administrant theory is lag and the system is not perfect. As the key point of reformation and development, HRM should push the deep development of cooperation between GAE under the market economic condition.The article combines the practice applied by Wuxi Xishan economy opening area, for example, local government conducts the relation of harmony and cooperation with enterprises in area. It introduces practice about capable people recruitments indraught,service,culture exchange and so on by using the theory of economics and management and insisting the scientific outlook on development. It provides new practice gist for government transform function and establishs foundation for conduct further new harmony relation between GAE.
