During the past 20 years of open-reform policy, the state-owned enterprises and private enterprises all have been developed fast. But more problems are coming out in enterprise for example late decision-making, reflection slowness, low competitive ability etc. Analyses show the "large-scale enterprise disease" is closely related to the humon resource management. Therefore facing the furious competition and globalizing of economy, facing new challenge and high requirement, it's necessary to strengthen the construction of human resources, improve the ability of human resources.In our time, the competition among enterprises is the competiti of human resource.The human resource management plays a very important role during the development of enterprise. This paper introduced the function and meaning of human resource management, Also indicated the relation between enterprise development and human resource management, the characteristic and function of human resource management during different stage of enterprise developing.In this paper, after analysis of reviewing the human resource management theory from worldwide academia, we bring forward 3+1 steps theory of group development.Research show most of studies are focused on the change of enterprise and less on group changing step, there isn't on the spallation of group. The group is more complex and levity, so in this paper we bring forward 3+1 steps theory of group development. The spallation step is treated not only as one process but also as one special process. Our research show human resource management is more important role in enterprise growth and sustainable developing.This paper has five parts:First the author expatiates the purpose of this paper, recounts the structure and the main innovative points.Second It was contained the theory and function of human resource management.Third It was contained the cognition of corporation-lifecycle and the relation between corporation developing and human resource management and the human resource management characteristics.Forth the "large-scale enterprise disease" is analyzed.Fifth put forward business enterprise group growth of 3+1 stages theory in base of summarizing the relationship between human resource management and corporation developing. The whole development discussed as a special phase. There was a detail on human resource management's characteristics in different stages.Conclusions: Chinese corporations will become internationalization and diversification with joining WTO. During the corporation developing process which was international or diversification management, the human resource management determines whether the change is success or failure and maintains sustained growth.
