After joining the WTO and signing Framework Convention on Tobacco Control, China's government monopoly on tobacco will be ended, and there will be more and more external limitation. China's tobacco industry is running into enormous challenges. As part of China's tobacco industry, LD Cigarette Company has to give prior consideration to talents for its existing and developing in the uncertain environment. This paper's background and significance is based on how to improve the current salary system, with the modern salary theories and the company's demands, to attract, retain and motivate capable employees to fight for the strategy and goal.This paper analysed LD Cigarette Company's current salary system with modern salary theories and scientific research methods, and believed that the current salary system has a big advantage on external competition, but a disadvantage on internal equity. There are problems in evaluation on position's value, performance assessment, salary distribution. Against these problems, this paper improved the current salary system, and evaluated the expected results. It can be believed that the redesigned salary system will motivate the employees better, and push forward the development of LD Cigarette Company.
