Fundamentally speaking, the competition among small-scale and labor-intensive private enterprises is a competition of human resources. So, human resources management is particularly important to these enterprises in various management elements. Salary is one of the core issues of human resources management. In order to study how to stimulate production staff to increase efficiency, this thesis starts from the staffs'salary system improvement design of Xinhua Company, and attempts to explore the improvement of the salary system in labor-intensive enterprises, which process materials supplied by clients.The thesis analyzes the 12 months'salary data of Xinhua Company in 2008 with qualitative and quantitative analysis method and finds many defects from the salary system. Through position analysis and job evaluation, the thesis confirms the contribution rate of various positions to the company. Then it lays out the foundation of the new salary system. This thesis comes up with the specific programs to improve employees'salary system by designing the total budget, quantitative of basic salary, quantitative of behavioral skills salary and piece rate.By combination of the exterior salary investigation and the internal salary data analysis, the thesis proposes to adapt piece-rate salary system instead of time-rate salary system. Transforming the basic-salary and floating - salary proportion from 70/30 to 30/70, the new salary system will have more have more stimulating function to improve the employees'working efficiency. There are some obstacles during the implementation of new salary system in Xinhua Company. This thesis also proposes a number of measures to reduce negative impact in order to have a stable transition from the former salary system to new one.The research results of the thesis have very high reference values for the small-scale and labor-intensive enterprises. It offered some reference value for these enterprises in designing of their new salary systems.
