Performance management is developed from industry and commerce. Emphasis on performance more than efficiency is the latest tendency. In 20 centuries, many western nations carried out "New Public Management Reformation" spontaneously, revolving around performance improvement in administration sector. The government performance management bases on problems such as unclear power and responsibility and lower efficiency, which existed for long times in administration sector. Introduction of performance management will be helpful for raising administration sector's performances, efficiencies and production.With the market economy development, and the global economy influence, the administration sector faces severe challenges. How to improve administration sector's performances and qualities of service remarkably is priority in administration sector's agenda. Compare with corporation performance management, implementation of performance management in administration sector lay behind. How to make the best of performance management combining present condition should pay attention.Performance management is tendency and direction in our public sector. This article starts with introduction of performance management conception, to show performance management effect on administration sector and enterprises, emphasis on comparison of different organization, make conclusion of advantage and disadvantage for each organization. Finally, the author tries to explore the path along advanced performance management system.
