Communications R & D Projects In The Dispatch Staff Human Resources Management Research

Outsourcing employee was introduced in telecommunication manufacture industry to reduce the cost in labor. While the competition increasing, outsourcing employee come into R&D project as well. 'How to manage them and how to balance official employee and outsourcing employee' become new challenges to Mangers in R&D project. Besides these challenges, mangers and leaders have to let outsourcing employee take part in the group, do their best what they can. So some proper motivation-mechanism needs to be built.Firstly, this essay gave a recall of classical theory of outsourcing management and human resource management. Secondly, base on R&D project metrics analysis, discussion and questionnaire, the paper want to find a way to deal with challenges and explain the behavior of outsourcing employee. The detail results were as follow:1. By building a model, compare the competence difference between outsourcing employee and official employee. Due to the identification-missing, the competence of outsourcing employee is not as good as official employee. And it also limited the work area in project. It's a big risk to let outsourcing employee working as key person in project.2. In this essay, I compare the performance between outsourcing employee and official employee with a model which used in project. I show that although outsourcing employee has less salary than official employee, they have less performance too. In the other word, employee will balance their incoming and performance.3. The outsourcing employees had high intention to alternate to another job. Unfair treatment and development limitation are the most importance reasons. A justice system and a mechanism to official employee is the basic requirement. After build this system, the satisfaction of outsourcing increased.
