The Role Transition Of Government In The Construction Of Rural Public Service System

The 17th national congress of the Chinese Communist Party proposed that more importance must be attached to social development on the basis of economic growth to ensure and improve people's livelihood. We should carry out social restructuring, expand public service, improve social management and promote social equity and justice. We must do our best to ensure that all the people enjoy their rights to education, employment, medical and old-age care, and housing, so as to build a harmonious society.Public service is non-exclusive and non-competitive public goods, including the infrastructure and other products of material form and services embodied as service,technology, and so on. Rural public service has always been the core part of "Three Dimensional Rural Issues" due to geographical constraints, especially since China has entered into,the mid-industrialization. Rural public service supply problem highlights, and the role of government need accurate positioning and transformation in the rural public service system.Zhejiang Province has paid more attention to the coordination of economic and social development and all-round development in the course of economic and,social development, and government attach importance to the transformation by itself. In the Construction of rural public service system, Zhejiang Province has also made great achievements, in particular, local governments has accumulated more experience in the supply mechanism innovation and public policy innovation, but also exposed some problems, and both of them make universal significance in the probing into the roles and also specific path of government in construction of rural public service system.Powerful economic strength and the "Province-county directly-relating district financial system" render greater support to the rural public service building, but there are still many problems in the supply of public service in rural areas in Zhejiang Province, the total supply shortage, unreasonable supply structure and imperfect management, etc. These problems are not unique in Zhejiang Province, but a national public service supply system deficiencies, in view of these problems, local governments in the province carried out innovative practices, the formulation and implementation of public policy, communication and monitoring mechanism of supply system and the Government's performance appraisal system have become the breaches. Through analyzing these innovative practices, we found that governments have completed a role transition unconsciously. The role of government in construction of rural public service system should change from a simple "provider" to "servant"; rural public service should be chosen by peasants not government, which can give full play to the peasants' leading role; during the construction of rural public services system, government should consider its own situation, and coordinate the relationship between "hardware" construction and "soft environment" construction, complementing by the policy innovation at the macro level. The study on construction of rural public service system is not only aimed at raising the level of public service in rural areas in the framework of the existing system, but at promoting the "Integration of Urban and Rural Areas" strategy on higher dimensions.At present, governments at various levels are speeding up the social development to promote "Integration of Urban and Rural Areas" strategy by the construction of rural public service system and balanced supply in service. In this sense, the role transition of government in the construction of rural public service system is not only an opportunity, which is also a starting point, and it will undertake duplex hopes of building a New Socialist Countryside and Public-service Government to construct a socialist harmonious society.
