Science and technology are primary productive forces. In the era of knowledge economy, knowledge, as well as its carrier - human resource, has become more and more important factor for enterprises to build or maintain their core competence. RD Institute is a typical knowledge-based enterprise, as one of State-owned science and technology research institutes. Nowadays, with the deepening of economic reform, it is faced with many challenges and also opportunities, This paper is an attempt to make a research on RD institute in system transformation. By using intellectual capital and strategic human resources theory, it proposes some solutions about how to build enterprise core competence, how to realize its strategic target during the change.First part of the paper analyzes the strategic target of RD institute under new environment. It finds out that intellectual capital is the trait resource for knowledge-based enterprises to build their core competence and the development and management of intellectual capital is essential for RD institute to perform its strategic plan. That's why this paper makes a deep analysis on both human capital and structural capital situation of today's RD institute.In second part, according to the strategic needs for intellectual capital and the actual situation in RD institute, this paper put forwards internal talent development HR strategy. The precious HR assets in RD institute are from three different functional positions: R&D, production and management. Here internal talent development plan are made and a complete strategic HR management system is proposed, with some implementation details. This system will improve HR management situation and set up a supportive platform for human capital management. The conclusion part tells that the implementation of human capital and structural capital improvement plan will promote the enterprise capability in knowledge creation, transfer and sharing, which is irreplaceable core competence. After that, the enterprise will realize its strategic target.This paper is a combination of theory and applied research with a number of innovative ideas or methods: First, It brings in relatively new concept - intellectual capital management to analyze enterprise HR management. Secondly, to choose RD institute as the single research subject make the research going deeper. Thirdly, it proposes practical solutions including strategy analysis, organization restructuring and HR system building.This paper, using theories of strategic management, intellectual capital, strategic human resources management, could be a reference to some research work. HR solutions and some implementation details in this paper could be directly taken and put into practice in some RD Management Institute in transition phase.
