In ear of knowledge-based economy, intellectual capital has been considered as valuable strategic assets which can provide sustaining competitive advantages. It is very impotent, for the enterprises in knowledge-based economy, to recognize, develop and manage the intellectual capital compatibly. In human resource management, it is unavoidable that we would lose some intellectual capital, which caused by the talent flow lack of perfect management. So we must manage the intellectual capital with scientific and systemic methods of human resource management. The results of the researches will influence the development of our enterprises'human resource management.The paper analyzes on the basis of both intellectual capital and human resource management, along two different directions: in the long direction of value creation, we research how to develop individual intellectual capital, to increase the value; in the cross direction, we research how to manage the organization intellectual capital, to accumulate the value. On the basis of theoretic, the paper brings out a model which can transform individual intellectual capital into organization intellectual capital. On realistic operation, the paper indicates that we can actualize the model with the methods of human resource management, such as compensation management, promotion management and career planning. Besides, the paper brings in the methods of interface management, to research how to decrease the confliction of teams, and maximize the transformation.
