Chinese telecom industry have been progressing into fast development in 21st century. Telecom enterprises struggle for resources and markets. So Chinese communications is now under strong competition. China Tietong Ltd. was founded in Dec. 2000. Since the establishment it has realized rapid development of leap over type, and has laid a good foundation for the further development.This paper began with the description of analyzing the situation of strong national telecom enterprises competition, pointing out that Chinese telecom industry is now a new mature industry. At the same time Heilongjiang.Tietong Company Branch Ltd. faced the fierce national market competition pressure, how to accelerate the developing steps and make ourselves larger and powerful, has become the key to achieving the advantages in Chinese future developing and mature industry. So it is very important and urgent for Heilongjiang.Tietong Company to establish and implement the developing strategy. Based on the strategic theory analyzed the strengths and weaknesses, external opportunities and external threats in detail for Heilongjiang.Tietong Company. In external environment analysis, we can see that the national policies on promoting dairy industry and the high speed of our national economy will gear up the fast development of the company. But the strong national communications competition can be an obvious threat to our company. Internal analysis not only tells us the strengths of Heilongjiang.Tietong such as the services development, the special resource strength, the marking operation strength and the enterprise client strength, but also finds out some of the weaknesses. Combined the key factors scientifically using the SWOT method, tightly grasped the scale strength, the special services development and the marketing strength, set up the company services development strategy; tightly grasped the problems of shortage of able personnel, the scarcely of capital, the weakness of R&D and the imprecise of the administration, set up the human resource developing strategy, client serving strategy, R&D strategy and administration regulating strategy, established the policies and measures for the implementation of the strategy accordingly.
