The Pawnbroking business was one of the major financial organizations that played a signicant role in the old society of China. The Shanghai Pawnbroking has a prosperous history. However, there has been no scholar engaged in studying Shanghai Pawnbroking in the early new China era so far at present. The thesis using the archives of Shanghai Pawnbroking Association acquired from Shanghai Municipal Archives focuses on Shanghai Pawnbroking management and transformation in the early new China era.Shanghai Pawnbroking management and reform process is divided into three phases consists of checking up, rectification and transformation. This thesis attempts to discuss it on the policy basis, business management, organization characteristics and illegal cases and so on. This thesis attempts to assay its experiences, lessons and shortcomings, display the relationship between the Pawnbroking and social development, and reveal the changes in the history and survival state of Shanghai Pawnbroking.This issue may reflect social changes in Shanghai of that time, enrich the relevant research fields of Chinese Pawnbroking, and maybe to promote the development of contemporary Pawnbroking.The government adopted strategies of checking up, utilizing and supporting strategy as Shanghai Pawnbroking has positive influence on regulating economy, pacifying the people's livelihood, expanding employment from June 1949 to July 1950. Besides, the government adopted strategies of supervising, restraining, untangling strategy because of the exploitation of Shanghai Pawnbroking from August 1950 to May 1953. The government adopted strategies of reform strategy from June 1953 to January 1956.Shanghai government instilled the ideas of national interests'supremacy into Shanghai Pawnbroking businessmen through the reform of the thought and organization. Moreover, the government reformed Pawnbroking with political campaign step by step. Though there were some deficiencies, Shanghai Pawnbroking reform had made tremendous achievements.
