Yunnan Province Food Emergency Logistics System

Yunnan is a natural disaster-prone province,plus some public health emergencies,and the surrounding areas of some unstable factors.These unforeseen events have inevitably will be to the economic construction and social development of many adverse effects,It has also affected the lives of people suffering.When the unexpected incident happened,how to effectively safeguard the people's food problem to satisfy the people's most basic physical needs,we are in urgent need of consider this issue.Through the study of grain emergency logistics system,to be effective in promoting emergency grain logistics smoothly achieved when emergency incident occurred.To reduce the human and property losses caused by all types of public emergencies,To prevent the threat of further deterioration,In order to effectively mitigate disasters and to reduce the impact of disasters,to shorten the time of disaster continued,to speed up post-disaster reconstruction speed.Emergency Logistics is one of the focuses of research,the current Emergency logistics research is still at the initial stage,It has less research results.This paper firstly introduces the article on the background,objectives and methods,Subsequent articles in the second,three parts of introduce modern logistics management and emergency management-related theory, systemic introduces their concepts,characteristics,functions and other related knowledge, this has laid the foundation to the following research.Second,elaborate the concepts and features of emergency logistics,to explore the emergency logistics system's organizational structure and functions and the construction of the protection mechanisms and information system of Emergency Logistics;The fourth part of this article introduces the concepts of the grain Emergency logistics,but also summed up the Yunnan Province's unexpected events in recent years,provide a realistic basis for the study below.As the emergency logistics system is very complexity and huge,this paper chose to study only two main focus systems,one is the Location problem of grain emergency logistics center,in the fifth part of the article,This chapter introduces some of the current site-selection methods firstly,raised the use of AHP method to found the emergency logistics center site model,Examples are given for certification.Another is the grain emergency supplies Scheduling System,at the circumstances of logistics emergency center have been identified,This paper presents the grain emergency supplies scheduling program,and use simulated data for the test.Finally,It is a summary of the full text and the outlook of future study.
