The various types of natural disasters occur frequently on the Earth. The loss of ourcountry caused by the serious disaster is quite amazing, There are many natural disastershappened frequently, including volcanoes, earthquakes, typhoons, such as the earthquakehappened in Yu shu Qing Hai Province in2010and debris flow happened in Zhou qu Gan Su.When disasters happened in some large cities, especially the city which has millions ofcitizens. A large number of emergency supplies need to be transported to the disaster areas toreduce the consequences of disasters, If the efficiency of transporting emergency suppliescan’t be improved, the rescue efforts will be affected, the safety of people’s life and propertywill be threatened in the disaster areas.The emergency logistics is a special logistic action in order to provide the emergencymaterials to deal with incidents,There are two aims that emergency logistics systems want toreach. The first is to dealing with incidents at the best early start-time, the second is to reducethe total cost of dealing with these sudden public incidents as it can. So when publicemergency broke out,the emergency logistic must be established in order to supply abundantlash-up materials to resolve or deal with satisfying the essential demand of the residents,burying the death, rescuing the sound, sanitary engineering, the reestablishment after the bale,resuming production and getting back the order and so on; or else, the area of calamities andloss of live and assets would be expanded continuously. So that the establishment ofemergency logistic when the emergency broke out could render the bailout materials bedelivered to the spots where need them, which would have an effect upon the outcomes of thewhole succor. This article studies the vehicle routing problem for emergency logisticsdistribution, which is based on satisfied the time limited of emergency materials distribution,the arrangement of vehicles’ routing is more reasonable to ultimately reduce the cost oftransportation, which is very meaningful for improving the efficiency of emergency logistic.In the paper, the main contents include three aspects: The related concepts of emergencylogistics; The demand forecast of disaster emergency supplies; The model of vehicle routingfor the distribution of emergency aid.In the study of the demand for emergency supplies to sudden natural disasters. First,analysis the characteristics and the conception of the emergency supplies to sudden naturaldisasters; then the classification and grading of disaster emergency supplies is discussed,followed by the use of case-based reasoning method to predict the requirements of theemergency supplies to sudden natural disasters; finally, carry out an empirical study andproposed the source and demand balance mechanism to the regional emergency aid of suddennatural disasters. In the study of the emergency logistics vehicle routing problem, First, the article analyzedthe related problems of vehicle routing problem, including the introduction, the classification,the mathematical model of typical problems and the basic solution methods. Based on thediscussion of Vehicle Routing Problem (VRP)and emergency logistics, this article proposedthe vehicle routing problem for emergency logistics distribution. And then, it analyzed thedifferences between this problem and VRP problem, and established the typical mathematicalmodel of the VRP of unfully loaded emergency logistics distribution, simultaneously choseGenetic Algorithms(GA)to solve this article. Second, this paper analyzes the characteristicsapplicability of algorithm, genetic algorithms, for solving the mode. Finally, using geneticalgorithm to solve and empirical research the established distribution of emergency reliefsupplies for vehicle routing optimization model.
