The current natural disasters have brought very serious losses to our country.In 2016,the Ministry of Science and Technology of China passed the key project of "Research and Application of Key Technology for Emergency Logistics" of key R&D plan on public safety risk prevention and emergency equipment.The thesis relies on the special sub-project"Integrated Command and Control Technology Research and Five-Cross Integrated Command and Dispatch Information Platform",studies the emergency material dispatch problem,and designs and implements the command and decision visualization platform.There are a lot of researches on the dispatch of emergency materials at home and abroad,but the research does not take into account the impact of logistics factors on the dispatch time and cost.This paper has carried on the research to the material dispatch.An optimization mathematical model is established to meet the two requirements of the earliest emergency rescue start time and the minimum cost.When solving the model,the method of decomposing the rescue point to reduce the dimension is applied,the ant colony algorithm and ideal points algorithm are compared.In the end,the ideal point method was used to solve the problem,which not only got the material scheduling scheme with the shortest time and the lowest cost,but also selected the transportation tools for each salvage point.First of all,this paper studies the current research situation of emergency logistics material scheduling at home and abroad,then elaborates the background knowledge used in the system,and determines the functional business and performance indicators of the system through the analysis of the needs of the system.Secondly,the key problems of material scheduling in the system are studied and analyzed.Then the overall structure of the system made a summary design to solve the material preparation program,logistics and distribution’ programs and visual display of the three key issues.According to the overall design of the system,the implementation of each subsystem has been compeleted.Finally,the system testing has been done,and all the test units have passed.So the test meets the requirement analysis’s demands.
