The development of social economy is increasingly relying on the most active factors of the productive forces-human knowledge and skills. And the tax department providing financial guarantee to social and economic development also focuses on the dynamic roles played by human increasingly. This change is suited with the increasing focus on the fine and the informatization of revenue management means. The transfer of the focus in tax management has not only put forward a higher demand to taxation affair workers of national tax system on how to improve their skills, but also has set forth new requirements to the human resources management departments of national tax on how to optimize the allocation of human resources. Therefore, strengthening and optimizing human resources management of national tax has become an important research topic for tax administration currently.Strengthening human resources management of national tax is the necessity for bringing all kinds of tax function into full play, and completely finishing all kinds of tax work. If we want to optimiz the allocation of human resources of national tax, firstly, shound change the taditional concept, analyze the thoretiacl research , and actualy control the basical connotation of human resources management of national tax .Meanwhile scientifically plan, train and develop the reletive human resources according to law. It indicates that the basical characters are stratege, system, sociaty, perception, dynamic and so on. Human-oriented is the essencial value concept. The main ideas are perceptin and planning, education and training, selection and operation, equipment and management. The human resource management of tax system must not only obey the principle of economic orientation, taxpayer orientation, woker orientation , but also possess four unique characters which are authority, legality feature, politic, and person.Secondly,researching human resource management of tax system shound make concrete analysis of concrete problem, disclose contradiction, and find the problem, especially pay attention to conflicts existed in current human resource management of nationaltax, which are large volume and inappropriate structure, inbalance of regional economic development and compiling guillotine, much tax mission and compiling lower, integrat system and complicated operation . It proposes the problems that are deficiency scientific method, conflict of person compiling and actual necessity , influence of channel for people moving .Finally, it concluds some measures such as bringing forward the general thought, taking the revolution and recombination of organization structure, building scientific person management system ,promoting the people moving , and enhancing the human resources management system to optimize the human resource management of national tax system.
