Ganzhou, A New Socialist Countryside Construction Contents And Methods Discussed

New socialistic rural construction is of significance to the scientific dissolution of "Three Rural Issues" in this new period. It also plays an important role in developing the urban and the rural in equilibrium and constructing a well-off society in the round.Ganzhou city is on the forefront in building a new socialistic countryside in the whole country. As a pioneer, Ganzhou city possesses abundant experiences. Moreover, lots of measures are initiated by Ganzhou city. The experiences and measures summarized in the activities of new socialistic rural construction of Ganzhou city will be referenced to the undeveloped districts in the whole country.Main working contents of new socialistic rural construction of Ganzhou city are summarized in this paper, i.e. the development of new industries, the construction of new villages & small towns, the cultivation of new farmers, the formation of new economic organizations, the presentation of new look and the organization of a good leading group. The working methods achieved in practice are further discussed as follows:(1) The working platform of "Five New & One Good" is constructured on the basis of the practice to dissolve "Three Rural Issues" scientifically.(2) The disposement of the affairs which the farmers concern or demand the most are firstly initiated for the fanners' direct profits. "Three Cleaning & Three Rebuilding" is taken as the original focus to stimulate the farmers' positivity.(3) The development of rural economy and the raisement of the farmers' economic income and the acceleration of the modern agriculture construction are taken as the key works.(4) An effective working system has been established, in which the government is the leader and the farmers are the principal and the officials server for the farmers and the whole people participate in the new socialistic rural construction.(5) The construction of a long-term administrative working-system is emphasized.Some un-ignored problems which exist in the new socialistic rural construction are pointed out in this paper, such as the disequilibrium of the development, drawing conclusions only from one part of the work, the faultiness of the working system, the shortage of the capital invest, the insufficient action of the farmers as the principal and low operation capability of the officials.The author insists that the relation between the farmers as the principal and the government as the leader and the relation between the point and the part of the work and the relation between the long-term and the short term should be dealed with correctly in the new socialistic rural construction. Furthermore, the trend of replacing new socialistic rural construction with the construction of new village & small town or the development of new industry and the trend of the absolute governmental arrangement or the anarchy and the trend of the impatience or eagerness for quick success and instant benefit and the trend of new village with no new look should be prevented.The author further insists that a series of policy-supported and legal-ensuring systems, such as the working system, the legal system and the evaluation system should be established and the role of the villager council should be fully exerted and the farmers become the real principle part in the activities to ensure the permanent and in-depth progresses of new socialistic rural construction.On the basis of three-year practices in Ganzhou city, this paper probes into the working contents and principal measures in the new socialistic rural construction for the undeveloped districts. The suggestions on how to push forward the new rural construction smoothly are also proposed as referrence.
