Study On Ganzhou Land Consolidation Strategy Based On The Goal Of Urban And Rural Integration Development

The18th congress report of Chinese Communist Party proposes that the integration ofurban and rural development is a fundamental approach to solve the agriculture, rural andfarmers issues. As we all know, land resources, scarce natural resources and irreplaceablefactor of production, plays an important role in promoting the integration of urban andrural development, and land remediation which is the strategic arrangement for the currentimplementation of the most stringent farmland protection system and intensive land usesystem and promoting regional structural optimization of land, is an important startingpoint for the land resource security in the integration of urban and rural development. Theissue of “Opinions on supporting the revitalization and development of Former CentralSoviet Area such as Gannan” makes Ganzhou get into the opportunity period of social andeconomic development and the key period of the integration of urban and ruraldevelopment. Based the integration of urban and rural development in Ganzhou on theinternal demand of the allocation of land resources, carrying on the strategic studies onland remediation in Ganzhou plays a positive role in enhancing the capabilities of landresources security in the integration of urban and rural development. What’s more, it is theobjective demand of guiding the city’s land remediation work scientifically.Based on the analysis of the integration of urban and rural development’s demand forthe land element security, this paper uses SWOT analysis to analyze the strengths andweakness, opportunity and threats of carrying out land remediation in Ganzhousystematically. Combined with the requirements of "Jiangxi land remediation plan", thispaper studies and determines the2011-2015Ganzhou land remediation strategy includingincluding the guiding ideology, basic principles, objectives and main tasks of remediation,land remediation zoning based on the integration of urban and rural developmentobjectives, and proposes the safeguards of Ganzhou land remediation implementation.Studies have shown that there are relative strengths in the policy, location andresources for carrying out land remediation in Ganzhou. Meanwhile, it faces muchopportunities, such as the society has entered into a rapid development, and the economicsupport ability has been strengthened. However, there are some weaknesses, such as weakeconomic foundation, scattered rural construction land, complex topography and fragileecological environment, as well as the strong pressure of cultivated land balance, thearduous task of high standard farmland construction, the great difficulty of reclamation ofrare earths as represented by abandoned mining land and other difficult threats.Study proposes a strategic task of Ganzhou land remediation which includes five aspects. First, focusing on high-standard farmland construction which can ensure stableyields despite drought or excessive rain, to promote the construction of high-standardfarmland demonstration counties vigorously. Second, improving rural production andliving conditions and to promote conservation and intensive use of land, actively andsteadily push forward rural construction land consolidation which the main content is thetransformation of adobe houses. Third, taking effective use of land and improving theecological environment as the starting point and goal to accelerate land reclamation. Fourth,developing and taking use of land reserve resources moderately and rationally to improvethe utilization of the city’s land. Fifth, actively carrying out the trials of hilly slopecomprehensive development and utilization, to slow the occupation of cultivated land forconstruction use effectively. At the same time, it proposes the safeguards of Ganzhou landremediation implementation which includes innovating operating mechanism, acceleratingthe construction of the system, strengthening the management of implementation,implementing the financial security, steadily pushing forward the land transfer,strengthening the demonstration effect of land remediation, strengthening the technicalsupport system construction of land remediation etc.
